Short answer: a Stalker portal is the server side of an IPTV service built on Stalker Middleware, software from the Ukrainian set-top box maker Infomir that is now sold under the name Ministra. Your box or app connects to the portal's address and identifies itself by its MAC address, and the operator's server decides what you can watch. The software itself is ordinary operator middleware. The catch is that the MAC effectively is the password, so public "portal and MAC" lists are simply other people's access, usually to unlicensed services.

What Stalker middleware is
An IPTV service needs more than streams. Something has to hold the channel list and programme guide, check who is allowed to watch, run the menus on the TV and handle video on demand. That layer is called middleware.
Stalker Middleware was Infomir's middleware, developed alongside its MAG set-top boxes. It was later rebranded as the Ministra TV platform. Infomir currently offers a free, self-installed edition, which it describes as unlicensed and without an agreement, and a licensed Ministra PRO edition for approved operators with customisable apps across devices.
Because the free edition could be installed by anyone, it spread well beyond its original operator market. That history explains why "Stalker portal" is a familiar term in consumer IPTV and why it carries mixed associations.

How a portal login works
The login is unusual compared with most streaming services.
The portal address. The operator gives you a web address, typically ending in something like /c/ or /stalker_portal/. That's the server your device talks to.
The MAC address. Every network device has a hardware identifier. On a MAG box it's printed on a label and usually begins 00:1A:79, the prefix assigned to Infomir. The operator registers that MAC to your account.
The handshake. When the box starts, it contacts the portal and presents its MAC. The server looks it up, confirms the subscription and sends the menu, channel list and guide.
There's often no username or password at all. That's convenient for a box that lives under the TV, and it's the system's main weakness, as a later section explains.
Portal login versus other formats
Most IPTV services today offer one of three login styles. They are different ways of reaching a service, not different quality levels.

Devices that can use a portal
MAG set-top boxes are the native choice. You enter the portal address under the box's system settings (Servers → Portals on most firmware), restart, and the operator's interface loads. Our MAG box guide covers models and setup.
Other set-top boxes, including some Formuler and Buzz TV models, include portal support in their own software.
Player apps on phones, TVs and streaming sticks can emulate a MAG box. They present a MAC address, often one the app generates, which you then give to your operator to register.
Emulation works, but some portals are tuned to specific box models and behave oddly in apps. If the operator supplies an Xtream login as well, that's often more reliable on non-MAG devices.
Changing or replacing your device
Because the account is tied to a MAC address, swapping hardware takes one extra step that other login styles don't need.
Tell the operator before you switch. A replacement box has a different MAC, so it won't be recognised until the operator updates your account. Most do this from a customer area or on request.
Don't try to copy the old MAC. Some firmware lets you change the reported address. Doing so to reuse an account on a second device usually breaks the operator's terms, and on better-run services it simply fails a device check.
Keep a note of the MAC and portal address somewhere safe, away from photos you might share. If a box fails, you'll need both to get a replacement working quickly.
Ask whether an alternative login exists. Many operators that use portals can also issue an app login, which is far easier to move between a phone, a TV and a streaming stick.
Why MAC login is a weak point
A MAC address isn't secret. It's sent on local networks routinely and printed on the device. When it's the only credential, anyone who knows a registered MAC and the portal address can often connect as that customer.
This is why lists of "portal plus MAC" combinations circulate online. They're found by scanning ranges of addresses against a portal until one is accepted, or leaked from customers. Using one is using someone else's paid access, and the portals involved are overwhelmingly services that don't hold rights to what they show. Operators that care about security add device binding, serial number checks or a password on top.
From a customer's point of view: keep your MAC out of screenshots and forum posts, and be wary of any operator that has no second check at all.
Is a Stalker portal legal?
The software is. It's ordinary middleware, used by licensed telecom and hotel operators as well as by others.
What decides legality is the operator. A service that has licensed the channels it carries is legal to subscribe to. One that retransmits channels without permission is not, whatever software it runs. In the US and UK, rights holders and regulators pursue the operators and sellers of unlicensed services; individual viewers are rarely the target, but they can lose their money without notice when a service disappears and can be exposed to fraud.
Warning signs of an unlicensed service are the same as anywhere: thousands of premium channels for a small fee, payment only by crypto or gift card, and sales through social media rather than a company with an address. Our guide to spotting an IPTV scam goes further.
Common portal problems
"STB blocked" or "access denied". The MAC isn't registered, the subscription has lapsed, or the operator has limited it to specific box models. Check the MAC you gave the operator matches the device exactly.
Stuck on the loading screen. The portal address is mistyped, missing its ending path, or the server is down. Try it with and without a trailing slash as the operator specifies.
Guide shows but channels won't play. Often a network issue or a stream-level fault at the operator. Test another channel, then restart the box and router.
