The catch is that the panel is also a complete record of who sold what to whom and for how much, and when a service is raided, that record is exactly what investigators use to identify resellers and their customers. Legitimate television has its own versions, dealer portals and affiliate programmes, which work very differently.

What a reseller panel is

A control panel, not a service. The panel doesn't carry any channels itself. It's an administrative website sitting on top of an IPTV operation, which lets a reseller issue logins or playlist links to their own customers without the operator dealing with those customers directly.

Credits instead of wholesale contracts. Resellers typically buy blocks of credits in advance, and each credit converts into a period of service for one customer. The reseller sets their own retail price.

No control over the product. The reseller can create and cancel accounts, but can't fix outages, change channels or keep the service running. Everything that matters to the customer sits upstream, with an operator the reseller has usually never met.

Why this matters. In the 2026 enforcement wave, customer records seized from servers were used to fine subscribers in Italy and send warning letters in the UK. The same records show which resellers sold each account.

A panel is only as legal as the source. If the channels behind it are licensed, a panel is ordinary business software. If they aren't, every sale through it is a sale of unlicensed content, and the reseller is part of the operation.

Courts treat resellers as participants. In the UK, a man who resold subscriptions to an unlicensed service between 2014 and 2019 made about £300,000 and was sentenced to five years; after fleeing, he was arrested in 2025. In the US, the Protecting Lawful Streaming Act made offering an unlicensed streaming service for profit a felony carrying up to ten years for repeat offences, and criminal copyright law covers distribution for commercial advantage. Payment providers act too. PayPal and card processors prohibit sales of infringing content, and accounts linked to panels are routinely closed, sometimes with funds held.

Claims made in panel advertising

"Resellers are not responsible." Not true. Selling access is distribution, and courts have jailed resellers who never ran a server.

"Our servers are offshore." Recent operations spanned 13 countries including the US and UK. Location slows investigators down; it doesn't stop them, and the reseller's own customers and bank are local.

"Passive income." In practice resellers handle support, refunds and outages for a product they don't control. When the operator vanishes, the reseller's customers come to them.

"Licensed channels." Genuine channel licences name the distributor and are expensive. A panel offering thousands of international and premium sports channels for pennies per user doesn't hold them.

What legitimate reselling looks like

Legitimate television has several routes that give people or businesses a share of subscription revenue.

The common thread is that someone in the chain holds a contract with the channel owners, and everyone else holds a contract with them.

Legitimate software that looks like a panel

Operator middleware. Licensed IPTV and OTT platforms include subscriber management systems that do everything a panel does: accounts, packages, renewals, device limits. The difference is that the operator has negotiated platform rights for the channels.

Content costs are real. Industry estimates for a small ISP put linear channel licensing at roughly €0.50 to €3.00 per subscriber per month for a basic tier, with premium sports negotiated separately, on top of platform and delivery costs.

Dealer portals. Authorised dealers for pay-TV providers get their own portals for orders and commissions. They look similar, but every account belongs to the provider, who holds the licences.

If you bought from a panel reseller

Your details are in the panel. Your username, and often your email or phone number, sit in the reseller's panel and the operator's database.

You have little recourse. If the service goes down, the reseller usually can't restore it and rarely refunds. Payment protections often don't apply to unlicensed purchases.

Moving to a licensed service is the only way to end the exposure. Most licensed live TV services are month to month, and many offer trials.

Watch for follow-up scams. After a takedown, customers of a failed service are sometimes contacted by people claiming to be the "new" service, or by fake enforcement notices demanding payment. Genuine authorities don't collect fines by gift card or crypto, and a replacement service offered by the same reseller carries the same problems as the last one.

Tidy up your devices. Remove the old login from any player app, and change any password you reused with the reseller, since panels and support chats are rarely secure.
